Oregon’s tax landscape surprises a lot of new business owners — usually in two ways.

No state sales tax. Oregon is one of the few U.S. states without a general sales tax, which can be a real relief for retail and service businesses. But it also means your bookkeeping has to handle out-of-state sales carefully, since you may still owe sales tax in other states where your customers are located.

The Oregon Corporate Activity Tax (CAT). Oregon’s CAT is a gross receipts tax that applies once a business crosses certain revenue thresholds. Like Washington’s B&O, it’s calculated on gross income — not profit — which means a business that isn’t yet profitable can still owe it. The rules around what counts as “commercial activity,” what gets excluded, and when you have to register are not intuitive.
